Player Housing

Chronicles of Elyria features non-instanced destructible housing. You can build where ever you wish but where you decide to build may not be the best choice, and there are many factors to consider. So before discussing houses, we need to first discuss land.

Obtaining Land

Legally
Before you can construct a house, or any building for that matter, one must obtain land upon which to build. Land can be obtained through marriage, inheritance, adverse possession, and by purchasing it from other players. I'm going to skip over marriage and inheritance because these will probably be unlikely options during the early game. Likewise I'm going to skip over adverse possession for now, that process requires a waiting period of 56 days during which time you need to jump through a few legal hoops and defend your house.

Exposition
It should be noted that before the game launches, you can also pre-purchase land by backing the game. If you decide to do this, then you will gain access to Kingdoms before the game is released so that you can reserve the spot you like the most. However most players will gain property organically after release.

Illegally
I should mention that there is one additional way to obtain land illegally, and that's through squatting. The act of squatting is building on land that you do not own, or occupying a house that you do not own. In fact, you can build anywhere in Elyria, provided there is a solid foundation upon which to build, this means that you could ignore the deed to a parcel, and build anyway. Squatting is easier to get away with in remote areas, but if a local Count or Countess discovers that you are squatting, then you will have to face up to your crime. Squatting would be more difficult in a small village, but quite possible in a larger city, assuming someone does not witness your crime. But in a city I imagine that you would be better off occupying a house, rather than building one.

Most players will purchase land, although a property owner could also opt to lease to you instead. Leasing might be more popular as a temporary housing solution. You can purchase land anywhere it is available, this means that you can purchase a parcel from a Count or property owner in a town. It's also possible to split parcels into smaller plots. You can also resell any property you own. It is possible to become a real-estate mogul in COE.

Where To Build

It is safer to live in a town with other players than to live alone in the wilds away from civilization. But to live in a town with others means that you will also benefit in other ways. For example, you will need less food and won't suffer from fatigue. There is also the benefit of friends and neighbors and NPC's that live in towns too.

What To Build

You can construct anything on your land including houses and commercial buildings. But to do so will require a building blueprint, someone to create the blueprint, materials for the building, and someone to construct the building. For all of these things there is a process. You alone may not have the necessary skills to do all of these things, so you will more than likely need to barter for help, or be satisfied with a sub-standard house.

The blueprint for your house will call for specific materials, you can substitute some of these materials, but there will be negative ramifications for doing so. For example, you may need to do periodic repairs and upkeep and there will be a decrease in some of the benefits associated with owning a house, such as the insulation properties of the house. So if you lack the appropriate materials, you will have to pay or persuade others to help you.

How Big is a Parcel?

Parcels are the primary unit of measure for land in COE. A Parcel is 64m x 64m for a total of 4096 meters in a perfect square. This is roughly the size of one acre which consists of about 4046 meters. The image below will help you to visualize the size of a Parcel in real life, although in this case it is presented as a rectangle instead of a square.

As you can see, a Parcel is a decent amount of space. It's far more space than what other MMO's have offered in the past. A lot of players will buy one parcel and then build their dream home, perhaps a garden, and maybe even a commercial shop. Here is another perspective. In the image below, each square on the grid is 1 meter for a total of 64x64 meters, the size of 1 Parcel. Superimposed over the grid are the various types of houses and how much space they would occupy within the Parcel.

But if you're not satisfied with one parcel, then keep reading.

Land & Titles

You don't need to have an intimate understanding of how land is divided in order to own land, you can just purchase a parcel and be content to develop it into a nice home. But if you want to own a lot of land, or run cities, or even an entire County then you will have to step up your game, and this begins with a clear understanding of how land is divided in COE.

Elyria is vast and divided into Kingdoms ruled by Kings and Queens. These rulers can be real players or NPC's. Kings cannot oversee the details of their entire Kingdom so each Kingdom is further divided into smaller more manageable divisions as outlined below:

Settlements

Settlements include Hamlets, Villages, Towns, Cities and Capitals. Settlements confer benefits for those within. Military settlements are controlled by Barons appointed by and financed by a Duke or Duchess.

To define a land claim as a settlement, conditions must be met. The following chart shows the requirements needed for each settlement type:

It is important to note that the population of people in a settlement denotes both PC's and NPC's. NPC's can join your settlement. So a hamlet will have at least 9 people, but perhaps only 3 or 5 of them are real players. A big part of the settlement expansion meta game is to encourage NPC's to join your settlement and there are various steps you can take to do this.

Town Declarations

A village becomes a town when it meets the above requirements. Once you reach this point, a town Charter is filled out and members of the town decide on a town Mayor. Typically, the Mayor of the town will be the person who owns the most land within its borders. However, whoever registers the town charter with the County becomes the Mayor, regardless of whether they have the most land or not. At this point, the Mayor assumes responsibility and everyone else becomes members of the Town Council.

Hamlets and villages can be named whatever you want, but they won't show up on maps, and don't have to be registered with the county. But if you choose to register anyway, then you will get certain benefits. Namely, the Count will likely want to build a road, put it on the maps, and if you build structures with crafting stations that are open, then NPCs from nearby areas might travel to join your village. They can even purchase nearby land to help your village grow.

Buying Land With Real World Money

In COE, all land is owned or controlled by a governing body. In fact all land is already owned and controlled by players that have backed the game. For $40 you can purchase and play the game for about a year. But for $250 you can start as a Mayor. At the time of this writing, 660 players have paid for the Mayor package. But you can even buy your way into nobility too. Looking at the chart above, there is room at launch for a total of 24 Kings or Queens, all but one of those packages have been bought and they sold for $10,000 each. Technically, some players on the APAC server paid about $13,500 to be a King, due to foreign currency conversions and in another case there was still an available Kingdom available on the Luna server that was given away through the Free Kingdom event.

Does this mean you're too late? No way. A King owns a lot of land, too much to develop, so the land divisions described above help in the management. Less than 10% of the server population will be Nobility and Aristocracy, so there will be plenty of land to buy because at the moment, a lot of land rests in the hands of a relatively small group, and it's too much for them to manage alone, they will be eager to sell. And here is the best part, or perhaps it's the worst part depending on how you look at it, anything you own, including land and title, can be lost. You could be the one to take a Kingdom from a King, something that a backer paid $10,000 for in real world money.

Taxes

As you can see, land and titles are directly related. And it's all held together through the fabric of taxation. Land tax will probably be the most prominent tax in COE. Although little is known about the details of taxation, we do know two things:

1. The King or Queen decides tax law.
2. Paying taxes is not automated. Since currency occupies space, has weight and burden, it must therefore be paid hand to hand in-game. So if a King wants to tax the Dukes, then that money must be collected manually.

So technically, if you started a small self-governed village, you could tax anyone wanting to live there, or import goods. You can tax anything really, you could even have a beard tax if you were so inclined, assuming you have enough authority through title to convince others to pay it. But a tax is pointless without the ability to enforce it. And you would have to comply with any tax law set by the King, so if the King creates a law: "Ye shall have no beard tax within ye damn cities" then you must comply, assuming the King can also enforce his own tax laws.
